为了贯彻落实《关于组织举办2018年全省普通高校大学生学科竞赛的通知》（湘教通〔2017〕127号）和《关于印发< 湖南师范大学关于加强大学生学科竞赛参赛组织工作的规定>的通知》（校行发教务字2009〔52〕号）等文件精神，积极推动我院大学英语、日语教学改革，提高大学生实用英语、日语能力，选拔优秀学生参加湖南省2018年大学生英语、日语演讲比赛，学院决定举办第十二届大学生英语演讲比赛和第九届大学生日语演讲比赛。现将有关事项通知如下：
一、参赛对象
英语演讲比赛：2016级普通高等教育全日制本科学生。
日语演讲比赛：2015、2016级日语专业学生。
二、比赛规则
（一）比赛分为英语专业组和非英语专业组，由学院教务办组织。
（二）各系分层次进行班级选拔赛，选拔优秀队员组成院级代表队参加院级比赛，具体参赛名额分配详见附件1。
（三）比赛内容包括命题演讲和即兴演讲：
1、英语演讲比赛分英语专业组与非英语专业组。日语演讲比赛按年级进行。
2、英语演讲比赛内容：
① 命题演讲：选手按照规定的题目进行为时2分钟（正负15秒）的命题演讲，各系部自主商定初赛题目，院赛题目为 “The Stone, ____”。
(40 years ago, in 1978, China awoke to a call to reform and open up to the outside world. As a result, we Chinese people began to “cross the river by feeling for the stones”.
During the 40 years, we have been repeatedly and carefully feeling for the stones, gauging our steps, resolved and committed. 40 years of feeling for the stones has been a process of testing the water before any major course of action. It has been a process of learning through practice, establishing while exploring, cementing the parts to make the whole, steadying the steps before boldly striding forward, pushing the boundaries of knowledge, experience and imagination. By feeling for the stones, Chinese people have reaped the fruits of vision and action.
40 years has witnessed massive changes! It has changed cities and the countryside, industries and production, culture and mindset. It has brought differences to dinner tables, life styles, workplace and classrooms, songs and dances and even bathtubs and toilets! It has shared a different China with the world and shown the world its new face!
40 years on, in 2018, when celebrating the successes we have achieved over the years of feeling for the stones, we have entered a new era in which we strive to bring the modern world to all our citizens whilst also aiming to build a world community with a shared future for mankind, confident yet prudent, innovative yet reflective.
Looking back, crossed rivers; looking ahead, more rivers. Here we are, feeling for the stones, planned and paced, committed and determined. The stones, the colorful stones, the significant stones, the valuable stones, the magic stones?
What do “stones” mean to you? Give a speech to tell your unique story of one of the “stones”.

②即兴演讲：选手按照比赛当场抽取的题目进行为时2分钟（正负15秒）的即兴演讲。即兴演讲题目在命题演讲结束后由主持人公布。
3、日语演讲比赛内容：
① 命题演讲：一年级组选手进行为时3分钟（正负15秒）的命题演讲；二年级组和三年级组选手进行为时4分钟（正负15秒）的命题演讲，演讲题目自拟。
② 即兴演讲：选手按照比赛当场抽取的题目进行为时2分钟（正负15秒）的即兴演讲。即兴演讲题目在命题演讲结束后由主持人公布。
三、比赛流程
（一）报名时间：请各系于2018年5月23日(周五)上午之前将决赛选手详细信息报教务办易芳老师处，同时从网上提交报名电子表格。
（二）参赛顺序抽签：请各参赛选手以抽签确定参赛顺序。
（三）比赛时间：比赛将于2018年5月下旬（具体时间待定），请参赛选手携带好身份证和学生证（注：不能携带手机等通讯设备）。
四、比赛评奖
1、比赛评委会由院教务办聘请专家组成。
2、英语演讲比赛英语专业组设一等奖、二等奖、三等奖各1名，优胜奖7名。非英语专业组设一等奖1名，二等奖3名，三等奖6名，优胜奖15名。
3、日语演讲比赛按年级设一等奖、二等奖、三等奖各1名，优胜奖2名。
4、学院将于比赛现场颁发获奖证书，并根据比赛结果选拔出优秀选手参加“2018年全国大学生英语演讲比赛暨湖南省赛区普通高等学校第二十四届大学生英语演讲比赛”和“2018年度全省大学生日语演讲比赛”。
请各系高度重视，认真做好本次竞赛活动的宣传与选拔赛工作，选拔优秀选手参加学院比赛。
